Patrick Donnelly, Nevada director for the Center for Biological Diversity, said Congress could pass additional conservation measures on their own while rejecting the expansion of the naval base. Such a move, he said, would be in line with public sentiment and has precedent dating back to the last time the Navy sought to tack an expansion onto a regular renewal of its existing land withdrawal.
Carl Erquiaga, a Churchill County Commissioner who has criticized the proposed expansion over concerns it could make bighorn sheep habitat off-limits to hunters, said Amodei’s bill is an improvement over the Navy’s plan. The Navy wants to greatly expand because, military officials say, modern pilots drop bombs from greater distances than previous decades. Expanded ranges would allow them to safely practice drops from as many as 10 or 12 miles from their targets. Amodei’s bill would support the Navy’s plans by allowing for an expansion of nearly , acres across three bombing ranges.
